Bataan lawmaker presents TWG Report on Proposed Philippine Bicycle Act

Bataan 3rd District Representative Gila Garcia recently presented the Technical Working Group (TWG) Report on the Proposed Philippine Bicycle Act during a joint hearing of the Committee on Sustainable Development Goals and the Committee on Transportation.

The proposed measure aims to elevate public transportation standards by promoting bicycles as an alternative mode of transportation. Under the bill, the Department of Transportation (DOTr), in partnership with the Department of Public Works and Highways (DPWH) and the National Economic and Development Authority (NEDA), will be tasked with establishing a National Bicycle Program. This program includes the development of dedicated bicycle lanes, parking areas, and related facilities. Local Government Units (LGUs) will also be mandated to ensure the efficient implementation of the program.

“This TWG Report is the result of extensive discussions during previous joint committee hearings. We hope this will pave the way for safer use of roads and a balanced consideration of public transport interests,” Rep. Garcia said.

The legislator extended her gratitude to her colleagues who actively participated in the hearing, including Representatives Joeman Alba, Budoy Madrona, Stephen Paduano, Tina Pancho, Anna Veloso-Tuazon, Raoul Manuel, Ony Ferrer, and Emon Espares.

She also acknowledged the resource persons from various agencies and groups, including DOTr Assistant Secretary James Melad, LTO Assistant Secretary Vigor Mendoza, PNP Colonel Noel Nuñez, DOJ State Counsel Atty. Maria Olivia Atillo, BIR Atty. Rambee Aggabao, DOF Representative Anna Mikaela Reyes, and Amelia De Guia from the League of Cities of the Philippines. Representatives from the private sector, such as the Stop & Go Transport Group Coalition, ACTO Transport Group, and Move as One Coalition, also contributed valuable insights.

“This is a collaborative effort to address the needs of our citizens and ensure the interests of all stakeholders are considered. We will continue supporting initiatives that prioritize public welfare,” Garcia emphasized.

The Proposed Philippine Bicycle Act is expected to promote road safety and sustainability while providing accessible and eco-friendly transport options to Filipinos nationwide.
